Confusing the terms page and paper is pretty common. Simply put, the page is the content of your publication and the paper is the sheet of paper on which the page is printed.
In the Page Setup group, select Size and click the icon that represents the page size that you want. For example, click Letter 8. For more info about creating new custom page sizes, see the help topic about the Custom Page Size dialog box.
Changing the page size sets the size of your publication. For example, you can use this to select the size of the printed publication to print a poster that measures 22 inches by 34 inches when printed — regardless of whether your printer can handle a single large sheet of paper or if you will print the poster as a number of overlapping sheets of paper called tiles.
You can create publications as large as inches by inches. The printer you use determines the paper sizes you can print on. In the Page Setup group, select the Orientation drop-down menu and select either Portrait or Landscape.

It is my understanding that the PDF will match the Publisher page size. If you want the oversized page size to be reflected then you will need to change the page size of the Publisher page.

And this has been working OK with Amazon publishing for the past several years Quarter-page side fold Each page of your publication will be printed on the same sheet of paper. Half-page side fold Two pages of your publication will be printed vertically on the same side of a sheet of paper.

If you select Multiple pages per sheet as the layout type, target sheet options are displayed. Target sheet size Click one of the following options: Letter or A4. If you are printing on a different size of paper, click Custom , and then enter the following dimensions:. Side margin Enter the space between the group of multiple copies and the left and right edges of the sheet.
Top margin Enter the space between the group of multiple copies and the top edge of the sheet. Horizontal gap Enter the space between the columns of multiple copies. For example, if you have two columns of business cards, changing this option will change the space between the columns.
Vertical gap Enter the space between each row of multiple copies. For example, if you have four rows of business cards, the horizontal space between the rows of business cards will change. The Preview window shows the layout type and any margins that you select. The sheet's dimensions are displayed as the black line inside the white rectangle.
